Victim Data Collection Guidelines & Help Criteria

Canadian Aid to Persecuted Christians follows the Focus 5 Points for Need Assessment. 

FOCUS 1. Initial Visit to the victim’s family 

•   visit the Persecuted family to collect Information 
•   record a statement of the direct victim or a family member
•   write a story & attach photos
•   basic biodata of the victims (name, age, work, family members, etc.)
•   move them to safe housing if the family lives are at risk
•   considering distance from the main city or courts to avoid further risks
to the victim or family 

FOCUS 2. Facts and Findings 

•     visit the police station
•     collect evidence, location of the incident, witnesses, etc.
•     ask within the community if anyone is aware of the case
•     political or religious influence and their role
•    obtain information from social media news reports/TV channels extra
•    if the case is registered already– obtain the first investigation report by
the police  

FOCUS 3. Need assessment meeting with the victim and family

  •  assess If a police report (F.I.R.- First Investigation Report) is to be reported
  • ascertain food, shelter, financial, and any other emergency needs
  •  steps to be taken to mitigate further risks to the victim or family
  •  obtain a written request for help from the victim’s family 

FOCUS 4. CAPC field worker responsibility 

•    consult with CAPC legal aid team (colleague and lawyer)
•    help the family to register a police report (F.I.R) if not registered

FOCUS 5. List of documents required 

•    get F.I.R/First Investigation Report – copy
•    any newspaper report if available or online news links
•    national Identity card – copy   

   National Data Record Authority family record of the immediate family or victim
•    document the estimated budget for legal aid, food, shelter, and travel
cost if needed to move the family, etc

Awareness

CAPC is made aware of in-need situations needing help through personal connections with CAPC co-founder R. Bhatti, who lives and works in areas where persecution is common. As an example, on the occasion of COVID-induced hardships, our local team of volunteers from the community visited door to door in Christian slum areas to learn about the challenges these poor residents were facing and assess the need. They found 300 deserving families without food or anticipated shortage of food for their children.

Board Approval

Our colleagues research each need and communicate to CAPC’s board of directors the type of help needed, the number of individuals affected, the cost, the delivery logistics, and the desired outcome. CAPC’s board of directors decide on what CAPC is able to provide and how the aid will be delivered. Memorandums of understanding are established with our agents authorized to receive and distribute funding for CAPC purposes.

Delivery

Delivery is tailored to each situation.
On a few occasions our teams have delivered well-stocked food hampers and warm clothes for the children to more than 500 families, regardless of the recipient’s faith.

Accountability

Photos, personal visits by Nadeem, (CAPC co-founder and President) and government audits in both Canada and Pakistan ensure funding is used as intended. We maintain transparency via sharing financial reports with a Certified Professional Accountant and donors, with full disclosure to Canadian Revenue Agency and CAPC’s board.
